The Problems And Countermeasures Of The Government's Purchase Of Social Organization Public Services

The government purchased public services first appeared in the UK,with the rise of the New Public Management Movement,a wave of government procurement of public services has been set off throughout the world.This wave,which was introduced to China in the 1990 s,has gradually become one of the ideas of government reforms.With the development of our country's social economy,the demand for public services presents the characteristics of diversification and complexity,However,The traditional government provides public services to adopt a large-scale package model,which has disadvantages such as inefficiency and high costs.As a result,it is difficult to meet the needs of the public.The successful practice of the New Public Management Movement in other countries around the world provides a good external environment and experience for our government to purchase public services.Some local governments have started to explore and practice the purchase of public services,partially transferred the role of public service producers to social organizations,and guided the development of public services in the direction of diversification of participants.Since China's implementation of the government's purchase of services has gone through more than 10 years of exploration,significant progress has been made,diversification of the field of purchase,the scope of purchase continues to expand,the purchase process continues to standardize,but still face a series of development bottlenecks,such as the legal system is not perfect,the capacity of the social organization is not enough,and public service projects are lack of public participation in the process of establishment and evaluation,and other issues.The core content of this article is to learn from the experience of developed countries in Europe and the United States,summarizing some problems in the process of China's current government procurement of public services,in-depth analysis of the case of the purchase of community services in Shanghai's G Street,and summing up the experience and lessons,and further improve the government's The proposal of social organizations to purchase public services hopes to provide some ideas for the further promotion of government procurement of public services in China.
