Research On Government Supervision Of Guangdong Mobile Communication Industry

China's mobile communication technology has staggered since the reform and opening up.After years of development,from the blank of 1G network to the breakthrough of 2G network,to the catch-up of 3G network,to the synchronization of 4G network,we can proudly say that in 5G industry,we can achieve global leadership.The reason why China's mobile communication technology can make such a leap in the world's side is that the country's continuous reform and trial-and-error and vigorous support for the development of the industry.In the rapid development of the mobile communication industry,there will inevitably be regulatory loopholes at different levels and stages in the guidance,supervision and policy support of the government functional departments of the mobile communication industry.Therefore,it is necessary to study the government regulation of the mobile communication industry.Taking the mobile communication industry of Guangdong Province as an example,this paper analyzes and studies the government regulation of the mobile communication industry.From the perspective of telecom operators,this paper combs the relevant research literature at home and abroad,and refers to the regulatory models and regulatory policies of the mobile communication industry in three typical developed countries,Japan,Britain and the United States.Based on China's actual conditions and through the analysis of the current situation,this paper analyzes the inappropriate allocation of regulatory power and decentralized regulatory functions in the government supervision of the mobile communication industry in Guangdong Province,the disorderly competition in some basic market areas,the excessive participation of the government in the pricing of telecommunications fees,and the protection of consumers' rights and interests in the mobile communication industry.The obstacles and vacancies are also discussed.The reasons are analyzed from the legal system of the supervision of the mobile communication industry,the main body of the mobile communication enterprises,the employees of the supervision department of the mobile communication,the external supervision mechanism of the mobile communication,etc.Combining with the reality of Guangdong Province,the countermeasures and suggestions for perfecting the government supervision of the mobile communication industry in Guangdong Province are put forward.Suggestions,at the same time,also retain the feasibility of further exploring and improving the relevant mechanisms,in order to further strengthen the government functions of the mobile communications industry,as well as the Internet industry and other emerging industries to provide a reference text.
