As the main body of the PPP project,the government's full play of its project supervision function has a realistic impetus for stimulating a country's economic growth and improving the living standards of its residents.In Egypt,PPP projects are mostly developed in the field of infrastructure and public services.In the early stage of PPP development,due to the large investment amount,long construction period and slow recovery of cost and income,some private entities are unwilling or unable to get involved in this field,resulting in government departments.Many projects initiated by the PPP model have not been successfully operated or have been transformed into traditional mode operations.Since then,the Egyptian government has been forced by the annual fiscal deficit,and its debt has become increasingly heavy.Therefore,in order to alleviate fiscal pressure,the application of the PPP model has been gradually emphasized in recent years.PPP is a public-private partnership model,which is a financing model in which government departments and the private sector cooperate and invest together.The PPP model provides a new idea for the government's financial difficulties through public-private partnerships.The history of Egypt's PPP model has not been long.Since the government issued the PPP strategy report in 2006,the Ministry of Finance has established a PPP center unit to provide professional management institutions for the implementation of PPP projects;the People's Assembly has promulgated the "Promulgating the law regulating Partnership with the Private Sector in Infrastructure Projects,Services and Public Utilities".It provides legislative guarantee for the development of PPP mode;The government also promotes the application of PPP mode through policy support,and PPP mode has achieved some success in practice.At the same time,some problems have followed,PPP legal norms and international standards still have great differences,government departments have practical ability and limited professional level,which limits the development of Egypt's PPP model to a certain extent.Among them,the government regulatory legal system Imperfections are an important cause of such problems.In addition,based on the“The Belt and Road Initiative”initiative,Egypt,as the third largest economy in Africa,has had frequent investment with China in recent years.Therefore,this paper combines the status quo of Egyptian PPP model government regulation legislation and practice to explore and analyze the problems existing in the system.Key points for the risk response of Chinese companies investing in Egypt to PPP projects.Generally speaking,the discussion of any problem and the construction of the system are inseparable from the trace of the theory.It is clear that the connotation of the Egyptian PPP model government supervision legal system is the basis for analyzing the existing problems.After defining the concepts of PPP mode,government supervision,and PPP mode government supervision,this paper analyzes the historical development of the Egyptian PPP model government supervision legal system in the middle of the 19 th century and fully demonstrates the formation and evolution of the system.The theory serves the practice and is based on the development status of the Egyptian PPP model.This paper starts from the current PPP legal norms and clarifies the basic content of the government regulatory legal system by three dimensions: project access,project operation and project transfer.Secondly,the government's PPP model is extracted from the institutional content.The government supervision is unique.It is found that during the operation of the PPP project,the Egyptian government's supervision of project access and project operation is comprehensive and multiple,for the later management of the project.Then the fragmentation feature is presented.Thirdly,combined with the case study of the status quo of the government supervision of the Egyptian PPP model,and then explore the problems of the system,understand the lack of government regulatory legal supply,insufficient legislative refinement,lack of government capacity,lack of supervision,government performance supervision is not in place,government supervision Problems such as imperfect supporting mechanisms are frequently involved in the implementation of PPP projects.Finally,on the basis of analyzing the existing problems,it is pointed out that Chinese enterprises should seize the“The Belt and Road”initiative node,identify the investment direction of Egypt,and follow the local legislation,find the investment direction,introduce excellent project implementation experience,and establish Enterprise risk prevention and control supporting mechanism to further optimize project investment management.
