International sanctions are the product of the evolution of international political game means.It is an important means of international struggle and the achievement of certain purposes,between "condemnation" and "direct use of force".Sanctions do not need to meet each other.Through such a forced resolution of non-military forces,international relations have developed with a twist.As a foreign policy tool,sanctions have been widely used in the game of US-Sudan relations.US sanctions against Sudan began in the 1990 s.Due to the Sudan's internal implementation of the Islamic policy,the export of Islamism,the confrontation with the United States on regional issues,and the alleged assassination of Mubarak,The United States listed Sudan as a list of supportive terrorism and began to impose sanctions on the Sudan.At the beginning of the sanctions,the United States did not set long-term sanctions.However,Along with the tortuous development of US-Soviet relations,the United States has repeatedly increased and extended the content of sanctions and the duration of sanctions.The 20-year sanctions have had a serious impact on the Sudanese economy.According to estimates by the Sudanese government,the direct economic losses caused by sanctions exceeded $40 billion.In addition,South Sudan was independent from Sudan in2011,which took a large amount of oil revenue.Sanctions is ongoing together with the long-time lifting of sanctions.After the 911 event,Due to Sudan actively cooperates with the US anti-terrorist actions,the US-Sudan relationship has gradually improved.After the Obama administration came to power,theU.S.policy toward the Sudan has shifted from "containment,blockade,and sanctions" to "contact,dialogue,guidance,and cooperation." In addition,the Gulf countries vigorously promoted the United States to lift Sudan's sanctions.The United States' attitude toward sanctions against the Sudan has gradually eased and it has considered lifting sanctions against Sudan.In June 2016,the United States and Sudan launched a "five-track Process".The “five-track Process” consists of a series of steps and a procedure to assess whether these steps are being implemented or not.It is the benchmark for the lifting of sanctions.As the Sudan is committed to reducing military activities in areas of internal conflict,improving access to humanitarian aid in the country,and cooperating with the United States on issues such as counter-terrorism and regional conflicts,the United States permanently lifted Sudan on October 12,2017.The US government's move means that the US-Sudan relationship had made important progress.However,the Sudan is still listed by the United States as "List of States Supporting Terrorism".Further development of the Sudan will continue to be limited by the remaining sanctions.
