The Cadre-aid Mechanism And The Influence On The Collective Income Of "first Secretary"

Accurately dispatching the first secretary is an important path and pipeline for implementing precise poverty alleviation strategy.In order to ensure that the task of poverty alleviation is completed by 2020,the central government has successively issued a series of policy documents related to precision poverty alleviation through the top-level design.The First Secretary system in the village is an important measure to implement the “six precisions”.The importance of the "First Secretary" was clearly stated in several documents,and it was required to select first secretary of the village at the national level to do a good job in the pipeline construction at the grassroots level.The academic community has also proved that the selection of the first secretary can effectively solve the problem of governance and poverty.In practice,all the poverty-stricken areas in the country have innovated the first secretary system according to the local poverty characteristics,which achieved good results.To study the innovative practice effect of the system,This paper takes Suqian City,a national poverty alleviation reform pilot area,as an example.Based on the analysis of existing research and the field research,Taking "embeddedness" as an analytical perspective,this paper explores the assistance mechanism of the first secretary.And further use the field research data to construct a mediation effect model to empirically test the impact of the first secretary’s human capital and social capital on the village collective income and the role of resource acquisition in the impact of social capital on the village collective income.The results obtained in this paper are as follows:(1)In the practice,effective governance of poverty is achieved through political embedding and relationship embedding: the former includes policy guarantees for selecting,dispatching,and managing assessments for poor villages,and strengthening the governance of grassroots party organizations through the input of organizational resources.The latter solves the poverty problem by integrating social network resources,and then builds a social network of poor villages to enhance the endogenous development dynamics.(2)empirical results show that the first secretary’s rural work experience and relative knowledge about rural development etc.have a significant positive effect on the development of poor villages.The first secretary’s social capital can also positively affect the increase of village collective income and improve the effectiveness of assistance positively or partially through resource acquisition.Personal characteristics such as gender,age,and education have no significant impact on the effectiveness of assistance.In view of the existing problems and research conclusions,this paper puts forward relevant policy recommendations from the aspects of First secretary sharing platform construction,the premid-post training mechanism,accountability system,endogenous motivation improvement and double secretary system,and provides ideas for establishing a long-term and sustainable First Secretary system in China.
