Research On The Transformation Of Government Role In PPP Project

According to China's 13 th Five-Year Plan,the Chinese government will vigorously promote the planning of smart cities,covering almost all cities in the sub-provincial level and above,and no less than 90% of prefecture-level cities proposed or under construction in smart cities.With the implementation of smart cities,the PPP model has officially entered the era of advancement.The PPP model is a partnership between the government and private organizations that provides certain public goods and services under a concession agreement,and forms a partnership with each other.The contract is signed to clarify the rights and interests of both parties to ensure smooth cooperation.At the end,the goal of the partners is better than the individual behavior.Based on the characteristics of the government's participation in the entire operation process,the PPP model has a large competitive advantage and is highly valued by all walks of life.Through the form of franchise rights,part of the government responsibility is transferred to the enterprise,so that the government and enterprises form a relationship of “interest sharing,risk sharing,and comprehensive cooperation”.Due to the late development of China's PPP model,it is still in the exploration stage.In the process,various problems will inevitably occur.The government has occupied the most critical position in the PPP project,and the government's decision-making is the main factor driving the PPP project.However,in the course of practice,due to insufficient government experience,the roles of the public sector and the private sector have not been clearly defined.Due to the misplacement of roles and the failure of functional performance,many projects have become“in the dead”.This paper reviews the basic theory of PPP mode,starting from the research and classification of PPP model definition in China,and the relationship between PPP model and government,so as to deeply analyze the functions and functions of government,and fundamentally find that government and PPP models should be mutually There are roles and responsibilities,and then based on the interpretation and analysis of the first phase of the Wuhan Metro Line 8,and propose countermeasures that are conducive to the transformation of the role of the government.The PPP model has a great impetus to the construction of smart cities in China.This paper proposes that the transformation of the role of the Chinese government in the PPP project willhave important theoretical value.It is necessary to understand how to accelerate the transformation of the role of the government and promote the cooperation of all parties.The smooth progress of the PPP project has important practical significance.
