Research On Reform Of Government Office Administration Of S Municipality Based On Enterprise Government

Since the 1990s,China has begun to vigorously promote the government office affairs reform.The logistics service model has gradually transformed from the internal organization of each level of government to the independent Government Office Administrations or Authority Service Centers or other agencies,and the logistics service of the agency started turning to marketization,commodification and socialization.However,with the deepening of the reform,some contradictions and problems caused by historical legacy and institutional reasons have gradually emerged.The Enterprise Government theory emphasizes the reform and innovation of government management in the spirit of entrepreneurship and the scientific management of enterprises.This theory has certain practical significance in promoting the improvement of government public service quality and improving administrative efficiency.Based on the theoretical results and practical experience of Enterprise Government in western developed countries,the paper analyzes the applicability of enterprise-based government theory in the reform of institutional affairs,and confirms that it is feasible to apply the four corporate concepts of"customer orientation","cost-benefit","quality control" and "talent optimization" in the government office affairs reform.Then,through the perspective of Enterprise Government,it analyzes the main problems existing in the current reform of Government Office Administration of S Municipality and the causes.And four countermeasures were proposed to improve the reform of Government Office Administration of S Municipality:Promote the implementation of strategic management,strengthen cost control and benefit improvement,implement quality controlt in all aspects and train professional talents team.
