Research On Treatment For Government And Civilian Staff At Taiyue Revolution Base

The Taiyue Revolutionary Base Area formally became an independent base area in enemy's rear areas in 1940 after the battle in eastern Shanxi and the December Incident.In order to meet the needs of building base areas in an all-round way under the new situation,Taiyue District began to establish its own leading bodies of the Party,the government and the army,and promulgated regulations and systems.However,if there was no one who can implement resolutions,any laws and decrees would eventually become a dead letter.Therefore,the base area was successfully constructed not only due to the correct leadership of the Communist Party of China,but also to the hard work of the civil servants in the base area.Moreover,it was of great significance for the unity of the revolutionary forces to provide treatment and protection to the civil servants as the link between the regime and the masses as well as the implementers of the outline resolutions and the builders of the base area.In the known research on the treatment issue,the results are mostly concentrated on the occupational groups or the army of the Nanjing National Government,while the research on the treatment of the civil servants in the base areas is scattered in the research on the supply system.The supply system mainly provided the civil servants with the treatment of guaranteeing their minimum living demands,mostly for food and clothing,such as grain,vegetable and clothing expenditures,etc.In addition,the treatment of the civil servants should also include education,medical treatment,retirement pension,family preferential treatment and so on.Therefore,in addition to introducing the supply standards,Taiyue Base also formulated health care regulations,maternal and infant health care measures,family relief measures and so on,so that the treatment contents could tend to be improved.Due to the consumption of the long-term war,the material and financial resources were seriously insufficient in the Taiyue Revolutionary Base Area.Moreover,the contradiction was inevitable between the treatment funds and the people's burden.How to deal with such a contradiction become the focus of the work on guaranteeing treatment.Simplifying administration,calling for saving and organizing governmental organs for production were all measures taken to solve contradictions in Taiyue District.Many treatments still had strict procedures to avoid waste.The regulations on basically guaranteeing the livelihood of the civil servants without overburdening the people could effectively balance the treatment funds and the people's burdens,which is of great significance to closely unite cadres and masses.
