Public management-service land is one of the important foundations for urban construction and development.At this stage,the land use of this type is still in the scope of administrative allocation and has not yet been fully incorporated into the benchmark land price system for urban land use.Due to the insufficient function of the market mechanism,the value attribute of land resources has not been fully revealed,which has caused a large loss of state-owned assets to a certain extent.With the increasing contradiction between land demand growth and scarcity of land resources,it is increasingly urgent to improve the pricing mechanism of public management-service land,scientific pricing,promote land use quality improvement and efficiency,and optimize land resource allocation.Currently,this work has been mentioned by the M inistry of Natural Resources on the work schedule.In this context,this paper attempted to study the pricing mechanism of public management-service land.Based on the previous researchs,this paper firstly defined the connotation of public management-service land and the pricing mechanism under PPP(Public-Private Partnerships)model,then combed the policies related to public management-service land use.It should be cleared that its pricing mechanism is a government-led,is compatible with the market economy,and is the operating mechanism in which the public is widely involved.The relevant policies have played an important role in promoting their paid use.The construction of the benchmark land price system provides the most practical basis for the government to transfer land use rights.Secondly,it clarified the pricing subjects,pricing targets,factors that restrict pricing and pricing principles,methods and processes of the public management-service land.Under the PPP model,the main body of pricing for public management-service land is the government,the public and the enterprise.The pricing target is that to make the market play a major role,enable the public to participate extensively,strengthen the government supervision and management,in order to achieve fairness and efficiency in harmony and unity.In addition to the economic and other factors,the constraints should also be considerd the current real needs and future development directions,land costs,land use patterns and location differences,and the impact of real estate market development.The pricing principles include general land valuation principles and social equity principles.The choice of pricing method needs to be determined according to the requirements of relevant construction land,including market comparison method,cost approximation method,and benchmark land price coefficient correction method.Finally,the article studied the pricing adjustment strategy of public management-service land in PPP model.During the three-year price adjustment period,the pricing is adjusted according to the changes of various influencing factors.The content includes the implementation of flexible land price policy,improving the monitoring of prices,the constraints on costs and other related supporting mechanisms,and increasing the level of public participation.Based on the research in this paper,two prospects for the future development of public management-service land pricing are proposed.One is to improve the public management-service land supply system,and the other is to innovate the operation management mode.
