Research On Grid Management Of Grassroots Governance In Taishun County Of Zhejiang

The report of the 19 th CPC National Congress has pointed out that in order to build a new era of social governance pattern of "co-building,co-governing and sharing",we must strengthen the construction of social governance system and improve the level of social governance with socialization,legalization,intellectualization,professionalization.It is necessary to push the focus of social governance down to the grass-roots level,to realize government governance and social regulation,and to promote benign interaction between residents' autonomy.Under this background,it is of great practical significance to actively explore the innovation of grass-roots governance mode.However,at present,the problems in rural social governance are becoming increasingly diversified and complicated,the grass-roots party organizations are unable to bear the burden,and the villagers' autonomous organizations are unable to share the increasingly onerous social management services.The original social governance mechanism at the grass-roots level is more and more unable to meet the needs in the new era,so it is objectively necessary to explore the innovation of the governance model at the grass-roots level.The birth of grid management mode provides a kind of choice and reference for innovation of the grass-root governance mode,but at present,the practice of basic level governance grid in our country is still in the stage of exploration and perfection.It originates from the city,and it has been successfully applied in the city management service,and has effectively improved the refinement,intelligence and specialization of the social management service.The corresponding theoretical research is still in the initial stage,and the social governance at the grass-roots level in the underdeveloped mountainous areas has its own uniqueness,so it is impossible to copy the governance model of urban communities or other rural areas of the developed areas.This paper attempts to use literature analysis,research interviews,comparative analysis and other methods on the basis of previous studies,comparing the typical patterns of grid management in other regions horizontally,studying the main practices and deficiencies of grid management of grassroots governance at different development stages of Taishun County,Zhejiang Province vertically,putting forward relevant suggestions and opinions focus on its current status and existing problems to provide reference for other similar areas.
