As a basic legal system,notarization is an important part of the socialist system of law with Chinese characteristics.The system of notary offices is the core issue of the reform of notarization system.The definition of notary offices is related to the vital interests of the notary public,to the success of the notarization reform,and to the healthy development of the undertaking of notarization.This paper is divided into five parts.The first part summarizes the changes with respect to organizational form of notary offices in China.The notary offices were defined as judicial organs,administrative organs,and witnessed the coexistence of multiple systems.The second part introduces the classified reform of public institutions,and carries out an in-depth analysis of the impact on notary offices.The third part focuses on the in-depth analysis of the problems existing in the institutional mechanism of the notarization in the current system of public institutions,and points out that the current classification standards of public service institutions are not consistent with the nature and characteristics of notary offices.The fourth part analyzes the importance of defining notary offices,and indicates that the current notary offices shall be defined as public institutions,with further establishment of Class III public service institutions to unify the types of notary offices in the public institution system.The fifth part gives some innovative and feasible advices for unify notary offices under Class III public service institutions.
