| From the Sixth Plenary Session of the 16 th CPC Central Committee in 2006,“actively carry out rural community construction” to the 19 th National Party Congress in 2017,“the implementation of rural revitalization strategy”,rural community development has experienced a process of exploration from basic construction to comprehensive governance.Wujin District of Changzhou City has long been regarded as an economically developed area in southern Jiangsu.With the strong economic strength of townships and towns as the foundation and support of community governance,it has formed an administrative-led governance model in rural community governance.During the operation of this model,there is a problem that the role of autonomy needs to be strengthened,the salary growth system needs to be further improved,the professional ability needs to be further enriched,the new media application skills need to be strengthened,and fair sharing needs to be further reflected.The main causes of these problems include ideological factors,ability matching factors,resource allocation factors,grassroots policy factors,hardware level factors,and communication channel factors.It is necessary to improve from the following aspects,namely,clarifying the scope of duties of rural communities,accelerating the rationalization of work cooperation mechanisms,improving the modern performance appraisal methods,rationally sorting the division of labor,establishing a modern employment employment mechanism,and strengthening the training of rural community workers' business capabilities.Improve the qualification system of rural community work,strengthen the cultivation of professional quality of rural community workers,enhance the use of e-government platforms,improve the functions of e-government platforms,strengthen the dynamic management of factor information,strengthen the implementation of fair and open policies,and strengthen democratic participation and supervision. |
