Study On Problems And Countermeasures Of Huaiyin Government In Promoting The Development Of New Agricultural Business Entities

Agriculture is the foundation of national stability,The development of new agricultural business entities is closely related to the construction of the modern agricultural system.The development of new agricultural business entities is of great significance to the revitalization of rural areas,the improvement of the urban-rural dual structure and the improvement of people's living standards.The new agricultural business entities is mainly divided into four categories: large professional families,specialized farmer cooperatives,family farms,and agricultural enterprises.With the development of economy and society,Various new types of agricultural business entities have started cooperative operation.The new organizational form of agricultural industrialization association has been developed.This paper reviews the relevant policies of the Chinese government to promote the development of new agricultural business entities.It is found that the government promotes the new type of agricultural operation mainly from the aspects of system guarantee,financial reward and subsidy,personnel training,Has a significant role in promoting its development,However,the actual policy implementation effect is also affected by the social environment,internal factors,grassroots execution,and other aspects,resulting in the deviation of some policy effects.On the basis of national policies,the government of huaiyin district to promote the development of new agricultural operation subject is analyzed in this paper.It is considered that the new agricultural business entities in this region generally have insufficient management capacity,difficult to meet the capital needs of production and operation,and weak resistance to risks.This paper believes that the above problems existing in the development of new agricultural business entities in this region are related to government factors such as imbalanced fiscal support policies,irregular land management,unsound rural financial service system and weak function of risk support.Accordingly,this paper puts forward suggestions to improve the supported behavior of the grassroots government for the new agricultural operation subjects.The main point is that the grassroots government in the limited financial situation,the way of policy support should be adjusted within the scope of its functions and powers so that more operators can benefit;Through the control of land management to grasp thedirection of the development of new agricultural operation subject;A governmentcontrolled agricultural financing platform will be established to provide new financing channels for new agricultural business entities.
