Study On The Service Modes Of Agricultural Extension At The Basic Level In Tianjin

With the development of market economy, the peasants' demand for the service of agricultural extension involves the whole process of agricultural production. This brings the agricultural extension of our country forward in the direction of integration and pluralism. As agricultural extension organization of rural area is important strength in promoting the development of countryside, it is of great significance to probe and set up agricultural extension service mode according to the demand of modern agricultural development in the new situation.Through empirical analysis, the types and functions of agricultural extension service modes in units at the basic levels of Tianjin are studied by comparing advantages and disadvantages of different modes to meet the demand of peasants and rural development in Tianjin.Studies show there are three kinds of agricultural technology extension service modes including agricultural extension organization supported by government, leading enterprises and cooperative organization of peasants in the basic unit of Tianjin. These three kinds of service modes, to the different purposes, play an essential rule in agricultural extension with their own strong points in respective environment in which they are applied. But every mode is separated from each other in general and therefore it is necessary to strengthen their combination and management.Studies reveal that peasants' demand for agricultural extension service in Tianjin has gradually expanded to provide the fund before production, production materials, information consultation and products sale, etc., service demand is becoming more and more plural and integrative. The external factors that influence peasants to adopt the new tech is changing from promotion by the government to catering need of the market. Meanwhile, agricultural extension department, relatives and neighborhood and leading industrial enterprises are main factors influencing peasants to adopt new technologies as well as the origin of peasant's information source. In the course of adoption of agricultural technology, peasants' participation is increasing and the selecting of agricultural extension method tends to be intuitional and plural.Comprehensive analysis shows that the mechanism of governmental extension institution as the leading force with the participation of other organizations and peasants' cooperative associations should be set up at the basic level of Tianjin to form a flexible and highly efficient system with diversified structures and functions. The government should reinforce the macro adjustments and controls in the agricultural extension to fully realize the function of agricultural extension organization as a whole and promote the service of agricultural extension in the right of direction.
