Research On Urban Community Correction Problems From The Perspective Of Social Governance

Community correction is a new way of punishment and the mode of dealing with criminals under the background of execution socialization.With the continuous development of modern society,the operation cost of traditional prison penalty increases day by day,but the reform effect of returning criminals to society is not satisfactory.Imprisonment isolates criminals from society and pursues the goal of criminals' resocialization,which is the deviation between means and goal.Community correction comes into being to alleviate this problem.Community correction is in line with the trend of social development,is the pursuit of civilization,it fully reflects the humanitarian value orientation and the spirit of tolerance.Community correction has been popular in Europe and the United States and other developed countries and formed a more perfect system,but in China is facing a series of challenges such as localization,institutionalization.For a long time,the idea of severe punishment has been deeply rooted in our country.Under this idea,the punishment is mainly imprisonment.People believe that criminals must be put in prison,or they will cause security risks.Community correction is to place criminals in the community where they live and create a good social environment for them by integrating community resources,so that their thoughts and behaviors can be corrected and eventually they can return to society.It can be seen that the thought of severe punishment and the concept of community correction are completely divorced from each other.Therefore,the promotion of community correction in our country first needs to strengthen the ideological basis,to promote people to change traditional concepts,to accept and support community correction work.Since the trial implementation of community correction in China,community correction has developed rapidly and achieved certain results,but it is inevitable to face obstacles to development.Therefore,it is urgent to improve the operation mechanism of community correction in China,consolidate the development foundation of correction work,and improve the effectiveness of correction work.This paper attempts to grasp the experience and lessons of community correction development abroad,combine China's national conditions and judicial system,proceed from the actual development needs of community correction,take the cases in urban communities as the entry point,analyze the current situation of community correction,and put forward development countermeasures and ideas.
