Legal Research On The Construction Of Characteristic Towns

Under the background of new economic normal development and new urbanization,the construction of characteristic towns has become a powerful tool for reversing the two element system of urban and rural areas.Under the background of successful Zhejiang experiment,the characteristic town has been strongly supported by the central government and has been popularized throughout the country.However,in the construction of the characteristic town,there are some problems,such as unclear concept,unidentified positioning,poor access,imperfect evaluation system,lack of guarantee system and so on.The reason for this is that the laws and regulations concerning the construction of characteristic towns are not enough,and the legal system is not perfect.Although the central and local governments have issued relevant regulations,most of them are policy soft documents,with less coercive efforts and less sustainability.Therefore,this paper takes the problems faced by the construction of the characteristic town of Zhejiang Province as the starting point,taking the test of Zhejiang as the sample,learning from its successful experience and studying the problem of the construction of its characteristic town,and through the construction of the national characteristic town,from which a general rule of the construction of the characteristic town is summed up,from the definition of the characteristic town,the sound access mechanism and the establishment of a few angles of the evaluation mechanism.Degree of departure,the selection of selection,evaluation and audit in the process of the creation of a special town will be analyzed and solved,and the measures to be solved are put forward respectively,and the basis for formulating laws and regulations to guide and standardize the construction of a national characteristic town is provided.The first part of this paper outlines the connotation of the characteristic town,and introduces the existing laws and regulations on the construction of the special town and other policy documents,which will pave the way for the improvement of the latter.The second part of Zhejiang province characteristic town construction for sample analysis,analysis of the current characteristics of the small town construction access stage,and draw lessons from the policy system of Zhejiang characteristic town.The third part abstracts the common problems of the construction of the national characteristic towns,mainly reflected in the location and admittance of the characteristic towns.The last part,aiming at improving laws,aims to bring the problem of characteristic towns into legal norms.This paper focuses on defining the functional orientation of the comprehensive reform pilot area of characteristic towns and the authorized legislation innovation of the National People's Congress.The construction of the characteristic town must be brought into the track of the rule of law,and the legal norms must be set up to guarantee the long-term and stable development of the characteristic town.In the reform and innovation of the characteristic town,the construction of the rule of law is the core war and the battle of the key to the success or failure.
