Research On The Influence Of Network Public Opinion On Policy Agenda Setting

With the rapid development of the economy and society,the political structure has become increasingly complex and social governance has become more difficult.The accumulation of social contradictions is accompanied by the growing formation of pluralistic societies,the conscious awareness of citizens is gradually awakening,the public appeals are becoming stronger,and the enthusiasm for participating in the policy agenda is becoming more and more intense.The development of the Internet has transformed the one-way communication between the government and the public into two-way information exchange.With the help of the online platform,the public can participate in the policy agenda by expressing interest appeals and pressure through public opinion.The policy agenda is the starting point for the policy process,and the agenda has different characteristics at different times.In the Internet age,the development of social economic technology,the awakening of public awareness,and the change of the concept of governance have become more and more important as an important part of the policy agenda.The influence of online public opinion on the agenda is growing.At the same time,however,because of the anonymity and concealment of online public opinion,it is prone to group polarization and public opinion distortion.How to further demonstrate the influence of network public opinion on the setting of policy agenda and evade the obstacles that network public opinion influences the setting of agenda in the existing model of policy agenda is the core of this paper.The article identifies relevant concepts of network paradox and policy agenda setting by combing the relevant literatures of academic circles,referring to the discussion of network public opinion,public policy,agenda setting,network public opinion and agenda setting.Then,based on the domestic and international agenda setting model,find the path of the agenda setting under the influence of network public opinion.Under the premise of the network public opinion influence policy agenda setting,through the discussion of the triggering and absorption agenda setting,the ways and effects of the network public opinion on the policy agenda setting are expounded.However,things are always two-sided.In the process of setting up agendas,there are still obstacles such as group polarization,structural imbalance,and false paradox.The final arguments of these arguments are combined with these obstacles to explore and explore the positive approach to network agenda influence setting.
