China's Public Policy Agenda Setting Under The Network Public Opinion Perspective

The rapid spread of the network information age, people can communicatewith micro-blog, micro-message, as well as other network mediaconvenience way to express their views and opinions on current affairsand politics, social issues and events, which gradually formed a hugesocial influence of network public opinion. In new network media era,people use interactive network media to express their views, exchange eachother’s knowledge, form on behalf of the public opinion public opinion.The rapid development of the network of public opinion, is bound to publicdecision-making influence government and public policy agenda setting.In this paper, the network of public opinion perspective as a startingpoint, combined with our government public policy agenda setting andpublic interest appeal expression way of development and change, combingour country public policy agenda setting by single dominant to citizensof limited rationality and participation, and then to the transformationof government and citizen benign interaction.
