As an important means for the public sector to realize the allocation of public resources and manage social and public affairs,public policy has always been one of the focuses of the government and other public sectors,experts and scholars,and the public.However,when people are discussing public policy,they are mostly discussing the formulation and implementation of public policy.John w.kinden argues that it is also important how public issues are placed on the policy agenda before policy is made.His "Multiple-Streams Theory" details how the policy agenda is set.After years of research and discussion by experts and scholars at home and abroad,this theory has certain applicability in legislation,education,medical reform,land transfer and other fields.Promoting scientific and democratic decision-making is the general direction of the current policy agenda set by the Chinese government,as well as the keynote and guideline of China's public policy making.At the same time,with the advancement of social democratization,Chinese citizens' democratic consciousness is increasingly enhanced,and their enthusiasm to participate in politics and discuss politics is also increasingly enhanced.As a common way for people to quickly obtain information,deliver information and give feedback,the Internet has become one of the important channels for citizens to express their public opinions and reflect their needs.Therefore,a large number of opinions on certain public issues are generated and disseminated on the Internet at any time,and the public opinion force formed cannot be underestimated.With the diversification and intensification of online public opinion events,some online public opinion events trigger the policy agenda,while others do not.Therefore,it is worth discussing what factors cause the difference in results and what are the characteristics of different types of policy agenda triggers.In this paper,multiple cases were analyzed from the Multiple-Streams Theory,and four different patterns of online public opinions triggering policy agendas were summarized to answer the above questions and explore the triggering mechanism of online public opinions on policy agendas in China.At the same time,this paper will also discuss the existing problems in the mechanism of triggering policy agenda by online public opinions in China,and give relevant Suggestions for improvement,so as to offer more useful thoughts and discussions for improving the public management efficiency of our government.
