With the continuous advancement of urbanization and community construction,urban and rural community governance has gradually become the focus of attention in the theoretical and practical fields.In the report of the 19 th National Congress,General Secretary Xi Jinping put forward: "To improve the level of protection and improvement of people's livelihood,strengthen and innovate social governance,...Strengthen the construction of community governance system,push the focus of social governance down to the grassroots level,and achieve the benign interaction between government governance and social regulation,and residents' autonomy.Relying on the policy environment and drawing on advanced experience,we will promote the governance of urban and rural communities in ethnic minority areas to meet the growing needs of community residents for a better life.Shantytowns are typical phenomena in the process of urbanization in China.Shantytowns transformation is a systematic project to improve the livable level of shantytowns,the comfort of residents and the overall image of the city.It is the only way to achieve urbanization.On the one hand,the large-scale urban demolition and transformation has improved the urban appearance,improved the living standards of residents and changed the way of life of residents,especially testing the community adaptation and adaptability of ethnic minority residents.On the other hand,the problems existing in the “village change” community formed after the demolition and resettlement have gradually become prominent,and the core is the adaptation and integration of residents into the new community.They come out of the village in the city,and inevitably encounter many unsuitable problems in the city life,especially for the Hui residents who have their own characteristics in the way of life,lifestyle,customs,language and culture,which have a far-reaching impact.Social adaptation has a long way to go,urban adaptation is urgent,and community adaptation is imminent.Based on Maslow's hierarchy of needs theory and structural functionalism theory,this paper attempts to use ethnological research methods such as literature research and field investigation to make a case study of Beiliang shantytown in Baotou City,from social life adaptation and economic adaptation.Based on the five-dimensional analysis framework of interpersonal adaptation,religious cultural adaptation,and psychological adaptation,this paper analyzes the adaptation problems of Hui residents in the process of shantytown reconstruction.Community research in ethnic areas is one of the research objects and research fields of ethnology,and ethnology has a close relationship with the community.Under the background of the new era of socialism with Chinese characteristics,how to solve the contradictory relationship between the growing needs of community residents and the incomplete balance of community construction,governance and development,as well as the main problems in the process of adaptation of Hui residents' communities,To propose corresponding improvement measures,promote the urban and rural community governance in ethnic areas,and improve the community adaptability of the shacks and Hui people,so that they can truly integrate into the new environment of the community and achieve the goal of benign operation and good governance.
