In recent years,with China's economic and social development entering the new normal period,the urbanization building has also entered a new era.The fast economic and social development as well as the dramatic expansion of population have accelerated the urbanization progress.The urbanization rate has increased from 17.9%in 1978 to 59.58%in 2018.However,the large inflow of low-income people has resulted in some common issues related to urbanization,such as urban shanty towns.With the backdrop of transforming and restructuring urban economy,rebuilding urban shanty towns can not only improve the living conditions of urban low-middle-income residents,but also can play an important role in efficient land use,promoting consumption and solving internal dualistic structure conflicts.Government-led and market operation is the main mode in the previous implementation.Nevertheless,in the transformation from fast economic growth to high quality development,it is hard for the government to continuously invest in the rebuilding of shanty towns.Funds shortage is the major cause for hampering the rebuilding of shanty towns,especially in middle-sized and small cities.Based on the background of the low-efficient traditional rebuilding mode,this paper adopts theories such as New Public Service and Public Administration and uses research methods such as literature review,case study and interview.Through a site visit to the shanty town's residents who participated in the rebuilding,the member of autonomous rebuilding committee,grass-root government and the staff of local community,it collected basic interview materials.Aiming to explore the core and nature with multiple perspectives,based on three key factors—scientific planning,main participants and interests coordinating system,this paper makes an evidence-based theoretical analysis on the case of“autonomous rebuilding by residents,”of urban shanty town in Guanyinquan Lane,Pengzhou.It elaborates a new mode for rebuilding shanty towns,i.e.a "from bottom to top" and incremental mode in small scale,comprising self-funding by residents,infrastructure provided by the government and enterprise's involvement in operation.The new mode can effectively coordinate the interest relationship of the three participants-the government,residents and enterprises,realizing zero-cost of resettlement and zero-investment on construction.It creates a new mode of completely autonomous rebuilding,with a transformation from "being forced to rebuild" to "autonomous rebuilding".Attempting to firmly sticking to the policy on the rebuilding of shanty towns,through detailed analysis and demonstration on the case,this paper further emphasizes the case typicality,making the final research result objective,reliable and authentic.Besides,it highlights the advantages and feasibility of the autonomous rebuilding of urban shanty towns,aiming to provide constructive suggestions and reference of policy making for current rebuilding of shanty towns to a certain extent.
