Research On Governance Countermeasures To Village Committee Corruption In H County

The “village two committees” refer to the village party branch committees and village committees that represent the village-level grassroots self-governing organizations,manage,organize,lead,supervise and assist the government in managing administrative matters at the village level.In recent years,the corruption cases of members of the “village two committees” investigated and exposed nationwide have been shocking and have caused adverse social impacts.Through investigation,the author investigated the basic situation of 1074 “village two committees” in 218 villages(communities)in H County,and collected data and cases of corruption of members of “village two committees” from H to 2013 in H County.Mastered the real and reliable first-hand information.Through the analysis and research on the data and typical cases of the corruption of the members of the "village two committees" in H County in the past five years,it is concluded that the corruption of the members of the "village two committees" in H county mainly includes corruption,misappropriation,bribery,and private use.It also analyzes that the corruption cases of the “village two committees” of H County have the dominant position of economic cases,the rising trend of collective corruption cases,the more prominent “top-ranking” corruption cases,and the concealment of crimes.Through the research and analysis of the corruption cases of the “village two committees” in H County,the reasons for the corruption of the members of the “village two committees” are mainly the negative influence of the decadent ideological culture,the warning and investigation of corruption,and the “two village committees”."The quality of the members is not high,the village-level organization is not perfect,and the supervision system is imperfect.Finally,from the aspects of improving the quality of the "village two committees" members,intensifying investigation and punishment,improving organizational structure,and improving the supervision system,we propose to govern H County.Countermeasures and suggestions for corruption of members of the "village two committees".
