Tht Likelihood Of Community Democracy

Recently,Homeowners' committee in China has issued an high-profile social movement to safeguard their property and civil rights.Many of them showed great governance capability and achieved brilliant performance.Therefore,homeowners' committee was regarded as the hope for democratic self-governance in China.This research brings in community regime theory to examine the democratic flavor of homeowners' committee based on two case studies.As the opposition to despotic community regime,elites and homeowners' committee actively motivates fellows to take part in the movements.Homeowners get training for public spirits,civil engagement,democratic procedure and skills.Participants also realize the effects of democracy including knowledge convergence,resources sharing and consensus forming,which arouses strong willing for democratic self-governance.Unfortunately,when the community transforms to self-governance regime governed by homeowners,homeowners' committee holds the de facto decision-making status,thus forms a structure of minority rule.Some homeowners' committees bring in limited supervision and participation of other homeowners to ensure the direction toward common good.The community regime turns out to be governed by elite homeowners.Some homeowners' committees lost their kind minds during the long course of wielding power,and finally deteriorate into a despotic ruler.And some homeowners' committees lose their independence and autonomy and become subordinate to residents' committee.Therefore,the democratic meaning of homeowner's committee weakens to a large degree.This research believes the homeowner's committee is born in the rights-guarding movement,which represents an orientation to protect property and preserve rights.The homeowner's committee plays a role of opposition in egoless-governed community,which kind of shows meaning of protective democracy.When it turns to self-governed regime and the tension is loosened,the environment for protective democracy isn't existed any more.The homeowners' committee doesn't turn to developmental democracy for the absence of republicanism citizenship,which is denoted by the activity to join public affairs and the eager for ego-realizing and individuality-developing.On the contrary,homeowners' committee holds power to it and becomes a new egoless-governor in community.This research thereby takes homeowners' committee in China as an organization based and private or group interests.Homeowners' committee seldom shows features of self-governance,let alone the possibility of community democracy.
