In order to find out the factors affecting the development of inbound tourism and propose suggestions for promoting the development of inbound tourism, this paper puts forward two main research objectives after analyzing the relevant literatures of domestic and foreign scholars on the influencing factors of inbound tourism development.First objective is to explore whether air pollution and criminal behavior have a significant impact on inbound tourism, and secondly, the interaction between air pollution and criminal crime is an introduction to whether air pollution has an impact on criminal activities. In order to answer these two questions, this paper first summarizes the related literatures at home and abroad, and lays a theoretical foundation for the research of this paper. Then, using the panel data of the 47 counties in Japan from 2006 to 2015,the air pollution and criminal behavior can be explored. As an influential factor of inbound tourism,it also analyzes the interaction between air pollution and crime. In order to introduce spatial correlation, this paper studies the spatial error model and spatial lag model by constructing a suitable spatial weight matrix. The empirical results show that the impact of air pollution and criminal behavior on the development of inbound tourism is significant, and there is an interaction between air pollution and crime influencing inbound tourism. Therefore, air pollution not only directly affects inbound tourism, but also indirectly affects crime.Influencing the inbound tourism;the empirical results also confirm the rationality of introducing spatial correlation, that is,the development of inbound tourism in the surrounding areas will have a positive impact on local inbound tourism. This paper points out the conclusions drawn from empirical analysis to promote the development of inbound tourism: strengthen air pollution control, strengthen legal education to reduce local criminal crime rate, and expand inter-regional tourism cooperation to attract more foreign tourists to China.
