With the improvement of our living standards, the purchase of cars in China has increased greatly in recent years, almost every family has a car.At the same time, the advancement of urbanization has allowed a large number of people to migrate from rural, mountain villages and urban-rural borders to urban. The rapid expansion of the number of cars and population is the status quo of most emerging cities, resulting in urban air pollution and social problems of traffic congestion. In order to cope with a series of problems brought about by the economic development of the city and the rapid increase in the number of cars, local governments have vigorously developed and constructed urban public transportation, especially urban rail transit.Urban rail transit mainly includes three kinds of rail lines: light rail train, tram and subway.Since the construction of the first subway in Beijing opened in 1965 in China(completed in 1969),by the end of 2018,36 cities in China have been built or are building urban rail transit, and there are 187 urban rail transit lines, which length is 5766.7 kilometers, the annual passenger flow exceeds 18 billion passengers. The construction of urban rail transit has brought a series of public security problems.Due to the large population density inside the rail transit vehicle and the site, the lane is isolated from other areas, and the accidents occurring in the urban rail operation may give the urban economy.Social stability has a huge impact and poses a threat to public safety. Therefore, the issue of urban rail transit safety management needs to be given enough attention.Based on the urban rail transit safety management system, safety system thinking and accident causation 2-4 model, this paper constructs an urban rail transit safety accident analysis model. The model divides the accident factors into long-term formation factors and accidental factors, and further subdivides into macro, meso and micro, and analyzes the key nodes in the urban rail transit safety management that may cause accidents.Through the field investigation of urban rail transit and related literature research,it is pointed out that the safety management system of urban rail transit safety in China is not perfect, the safety culture education and publicity are not in place, the safety and stability of equipment need to be improved, and the division of responsibility is not clear. After other questions, and through 300 online questionnaires,we found that our nationals have problems such as lack of security awareness, weak safety knowledge, safety psychology and poor safety habits. Then use the case analysis method to analyze the death accident of the Beijing subway in 2014 using the constructed urban rail transit safety accident analysis model, and make a simple comparison with the other two similar cases. In the case analysis of the urban rail transit safety accident, the paper analyzes the cause of the accident and further confirms the availability of the analysis model constructed in the previous article. It also confirms the problems existing in the urban rail transit safety management in China. Finally,in response to these problems,in order to propose measures to improve safety management laws and regulations, establish a responsibility system and other countermeasures. This paper analyzes the problems existing in the safety management of urban rail transit in China by means of model construction, literature review, questionnaire survey, etc.,and uses the empirical research method of case analysis to confirm the above analysis and the usability of the constructed model, and strengthen the conclusion for policy science and The public management innovation discipline has added new research content and research perspectives. At the same time, through more detailed analysis,it puts forward more opinions and suggestions on the safety management of urban rail transit in China, and provides reference for relevant managers to define the development direction of urban rail transit safety management.
