Study On Government Management Of Rail Transit In A City

With the continuous improvement of the national economy and the acceleration of urbanization,the problem of urban congestion is becoming increasingly serious.As a new type of public transport,urban rail transit has the advantages of safety,environmental protection,high efficiency and convenience.In recent years,the project has developed rapidly and become a relatively popular means of transport.Its quasi public product attribute determines that rail transit can not only facilitate public travel,but also play a positive role in urban development and urban function expansion.In the daily management of urban rail transit,the government needs to give full play to its own functions and make good decisions and management,so as to better ensure the public services provided by urban rail transit in city a and meet the increasingly diverse needs of the public.However,because China’s urban rail transit started later than London,Tokyo and other foreign cities,it is relatively lack of management in government.Especially in A city,there are six planned lines,one has been put into operation and one is under construction.In the government management,there are some problems,such as the public service system is not perfect,the service facilities are not reasonable,the environment along the line is dirty and disorderly,and the integration with urban resources is insufficient.To some extent,these problems affect the quality of public service.Based on the theory of public goods,externality and public service,this paper studies the urban rail transit of A city with the characteristics of quasi public goods and positive externality as the starting point and the subject of improving the government’s management ability and public service quality.Firstly,this paper introduces the basic situation of urban rail transit in A city,the current situation of government management,and defines the concept of government management and public service of urban rail transit.Secondly,on this basis,using the literature research method,investigation research method,carry out A city rail transit government management quality investigation and research.Especially in the aspect of public service evaluation of rail transit government,a set of index system is established,which is divided into two levels and 20 specific indexes,five options and scores are set to evaluate and investigate the service level of urban rail transit in A city.Finally,according to the survey design,combined with the current situation of urban rail transit government management in A city,find out the existing problems and analyze the reasons.In order to help the government better plan and manage the urban public transport facilities and improve the citizens’ sense of happiness and gain,the corresponding countermeasures and suggestions are put forward from the aspects of improving the public service system,service supporting facilities,improving the environmental improvement along the line,and improving the integration and allocation of urban resources.
