Research On The Improvement Path Of Public Safety Management Ability Of Shanghai Urban Rail Transit

Urban rail transit in China in less than 50 years in the developed countries in 150 through the development of urban rail transit in the lead and support the urban development,meet the people travel,ease traffic congestion,reduce environmental pollution,etc because of its advantages is playing an increasingly important role,has become an important approach to city People's Daily travel.At the same time,the pressure and challenge of urban rail transit public safety are also increasing day by day,and there are many problems in the management system and mechanism,the system of regulations and standards,the connection between planning and construction and operation,and the capacity of emergency response.At present,Shanghai urban rail transit has built a rail transit network covering the central city,connecting new suburban cities and connecting important hubs,with the longest operating distance in China and the highest average daily passenger flow in the world.In the current public security situation,the risk of mass passenger flow in Shanghai urban rail transit is frequent,and the risk of fire prevention and control is obvious.Therefore,it is easy to be the target of sabotage and terrorist attacks by extremists.The discussion on the public safety management of Shanghai urban rail transit is conducive to the healthy and sustainable development of Shanghai and the improvement of the public safety management level of Shanghai urban rail transit.Based on this,this paper,taking the risk management theory,theory of safety system and emergency management theory as the theoretical basis of the Shanghai county public security management for rail transit specific research object,the integrated use of literature analysis and questionnaire survey research methods,combining the reality of Shanghai urban rail transit operation,analysis of public security responsibility department of public safety management status and existing problems.It is found that the public safety management of Shanghai rail transit mainly has insufficient guarantee mechanism and inconsistent public safety consciousness.The early warning timeliness is insufficient and the safety risk assessment is not timely;Insufficient pertinence of the plan and insufficient risk prevention and response;Lack of professional team,security measures are not in place;To deal with the lack of actual combat,emergency force is not up to standard.In order to solve the above problems,countermeasures are put forward from the aspects of strengthening the public safety management consciousness,perfecting the public safety responsibility system of rail transit,strengthening the fire safety supervision and guidance of rail transit,and strengthening the emergency response of rail transit.So as to effectively improve the public safety management ability of Shanghai urban rail transit.
