Research On The Construction Of Primary Party Organization In Inner Decaying Village

Rural grass-roots Party organizations,as the core of leadership and the link of uniting the masses in rural China,play an important role in the Party's grass-roots construction.How to carry out the grass-roots works that has a direct impact on the Party's cohesion and combat effectiveness.In recent years,with the acceleration process and level improvement on Chinese urbanization,the villages have gradually become a hollow village with a large number of rural labor migration.This is mainly manifested as the aging of the resident population,the idleness and abandonment of homestead,and the slow development of social undertakings.The existence of a large number of hollow villages has become a major challenge to the construction of grass-roots Party organizations in rural areas.How to strengthen the construction of grass-roots Party organizations under the background of hollowing out villages is a realistic problem to realize the sustainable development of rural areas and to solve the transformation of rural society.This paper is mainly divided into six parts: the first part mainly elaborates the research purpose,significance,domestic and foreign research summaries,research methods and innovations of the construction of grass-roots party organizations in hollow villages;the second part systematically summarizes the theoretical achievements of classical Marxism on the construction of grass-roots party organizations in rural areas and the definition of related core concepts;the third part studies the grass-roots party organizations in hollow villages.Based on the analysis of the transfer of rural labor force in China in recent years and the investigation of A village in Hangzhou as a representative case,this paper summarizes some special problems in the construction of grass-roots Party organizations in hollow villages,such as the increasing pluralism and complexity of farmers' values,the disharmony between the two committees of administrative villages,and the weak foundation of economic resources for Party building.The fourth part summarizes a series of universal realistic problems in the construction of grass-roots Party organizations caused by hollow villages,which are based on a comprehensive review of multi-faceted data and relevant case studies.It mainly includes the difficulties in developing hollow village Party members,outstanding problems in managing mobile left-behind Party members,weak professional ability of Party members and cadres,increasing difficulty in integrating social interests at the grass-roots level,and imperfect grass-roots system and mechanism.The fifth part,according to the specific problems of the grass-roots units in hollow villages,starting from the three aspects of Party member team building,cadre team building and improving the grass-roots working mechanism system,puts forward corresponding concrete countermeasures to improve the construction level of grass-roots party organizations in hollow villages.The sixth part is the conclusion.It further emphasizes the urgency,necessity and importance of strengthening the construction of grass-roots Party organizations in hollow villages,as well as the construction principles and direction that must be adhered to.
