Classification Governance:A Study Of Strategies For Local Governments To Deal With Square Dance Disputes

Since the 1950s and 1960s,China's modernization process has witnessed rapid economic development and great changes in its social structure.In this process,with the improvement of people's material standard of living,groups of different ages and genders have different ways of entertainment and leisure.For middle-aged and elderly women,the number of people participating in the square dance has been increasing year by year.This sport has become a group leisure activity unique to China due to its unique style.But popular square dance has also exposed some contradictions in the development,such as noise,grabbing the public space,and even the outbreak of group conflict,so that in recent years,in view of the square dance negative reports and sarcastic comments dominated headlines layout,square dance were labeled as negative social media,as the people's question and then being "stigmatized," the governance of the square dance become a hot topic of current.Since China's reform and opening up 40 years ago,the main direction of governance reform has been from unitary governance to pluralistic governance,from centralization to decentralization,from rule of man to rule of law,from government regulation to government service,and from inner-party democracy to social democracy.The third plenary session of the 18 th CPC central committee first proposed to "improve and develop the socialist system with Chinese characteristics,and promote the modernization of the national governance system and governancecapacity",and reiterated in the third plenary session of the 19 th CPC central committee that the fundamental goal of the reform of state institutions is to promote the modernization of the national governance system and governance capacity.With the deepening of national governance capability and governance system,most of the research on the governance of square dance has analyzed and put forward countermeasures and Suggestions from the perspective of multiple governance subjects.Then how does the government with specific governance subject deal with the disputes of square dance? Therefore,this paper first discusses the social reasons for the rise of square dance and the national policy reasons,and then USES qualitative research methods such as participatory observation and in-depth interview to conduct field research on the green city square dance team in zhengzhou,and presents the development process of the two dance teams in the green city square in zhengzhou through case study.Followed by the author under the classified management theoretical basis,the square dance WuDui development process of all disputes contradictions and summarized according to the fierce conflict level between subdivided into "irrelevant","explosive" and "to go" behind these three contradictions and analyzes its reasons,and then discusses classification governance body,service-oriented government in modern society,when the conflict into the square dance has adopted a "vigil","middle detour" and "embedded" process of three kinds of precise control strategy,It shows that when local governments face social conflicts and disputes,they are different from the previous forced classification management and control,but more refined,proactive and inline with the local reality.
