The Counter-Measure Research On Economic And Technological Cooperation Between Russia And Heilongjiang Province

With the further development of reform and opening up,Heilongjiang province has established good economic and trade relations with nearly 150 countries and regions in the world,and trade with Russia occupies the important position in the whole foreign trade of the province.Presently,the trade with Russia has witnessed rapid growth,accounting for 55.8% of the overall trade volume of the province,up to 1/5 of the trade value between China and Russia.The economic and trade cooperation with Russia is of important significance for the province to accelerate the economic development,and better its participation in Northeast Asia cooperation in 21 st century,based on the province itself and the advantage of natural resources and oriented to Northeast Asia.On the other hand,Heilongjiang has unique conditions and advantages to carry out the scientific and technological cooperation with Russia.The author quotes many evidences to elaborate the basic conditions for the scientific and technological cooperation with Russia,and analyze the overall strength of science and technology of Russia,and conclude the province's advantages and potentials in cooperation with Russia in the regards of science and technology.Firstly,the article applies such theories as comparable advantages,resource gift,regional economic integration,and strategy management,to summarize and analyze the general situation and existing problems in the regards of scientific and technological cooperation with Russia.Secondly,the article researches thoroughly on import and export with Russia,the province's industry investment in the Far East region,and the scientific and technological cooperation with Russia,and systematically analyzes the problems existing in these aspects.Finally the article puts forward some counter measures for the province to enhance the scientific and technological cooperation with Russia and development prospects in this regard.
