For a long time, Fujian has been taking the lead in attracting Taiwan's investment due to its cross-strait ties with Taiwan. However, with the rising of Yangtse River delta areas and the open-up strategy in Mid-west, as well as the relative backwardness of investment environments in Fujian, Taiwan's investment is draining away in Fujian. The current investment situation is made even worse when many Taiwan's high-tech investments are converging in areas like Jiansu, Zhejian and Shanhai.By means of Systematic Science, Industrial Economy, Development Strategy and other scientific theories and methods, combining theory with practice and qualitative analysis with quantitative analysis, the paper looks into the necessity of high-tech cooperation cross the strait, reveals the mutuality of such industrial developments and analyses the problems and situation in this mutuality. It also points out that the deeper and efficient cooperation cross the strait are possible only by an effective cooperative system. At last, it puts forwards four countermeasures and suggestions: (1) to build a genial system of mutuality to support the industrial cooperation cross the strait. (2) to promote scientific innovations and competitive power of both. (3) to promote the intercoastal linking of industries and form an ideal industrial division. (4) to set up industrial cooperation zone and thus become a pole of economic growth.
