The choice of a country's political system is fundamentally determined by the country's National System At the same time,the country's economic production and lifestyle,historical and cultural traditions,ethnic and religious factors,as well as the contrast of political forces all affect the specific country and the specific regime choice in the historical development stage.With the collapse of the Soviet Union,Kyrgyzstan gained the legal status of an independent state and entered a period of rebuilding the country's political system and independent state-building.In Kyrgyzstan,the road of national development is full of hardships.The form of state power organization experienced a difficult transition from the presidential system to the parliamentary system.The process was not smooth.The transition to a parliamentary system took place in Kyrgyzstan at the cost of political instability and chaos caused by two "revolutions".From the establishment of the "Democratic Island" in Central Asia after independence to the "Tulip Revolution" in 2005 to the "second revolution" in 2010,there are many factors that have caused Kyrgyzstan's political system choice to drift and repeat.This paper focuses on the process of system change and its influencing factors in the process of political development in Kyrgyzstan.The first part is the analysis of the whole process of system change in Kyrgyzstan with the theory of system.The second and third parts are to sort out the process from the establishment,consolidation and collapse of the authoritarian presidential system to the parliamentary system reform in Kyrgyzstan.The fourth part is the analysis of the influencing factors of Kyrgyzstan's final choice of parliamentary system of government.For Kyrgyzstan,a developing country,the problems that have arisen in the process of system change reflect the problems that it faces in the process of political transformation and development.Although Kyrgyzstan has finally established a parliamentary system of government through constitutional amendments,the institutionalization of political development and political stability remain a arduous task.
