The Research On The Restraining Factors Of The Demolition And Relocation Community’s Governing Effects

With the rapid progress of modernization and urbanization in China,farmers have lost their land which is the basis of their lives for a long time.The government has used administrative measures to promote the construction of a modern new rural area by building farmer-centered living quarters.This kind of settlements concentrated for the land-lost farmers formed demolition and resettlement community.It plays an important role in ensuring rapid urban construction and maintaining social stability.Demolition and resettlement community is a kind of urban community,but it has different characteristics from other types of urban communities because of its special background.During the process of centralized relocation and resettlement,the rural residents have realized the rapid role transfer to urban residents,which leads to a series of problems and characteristics such as the complicated population structure,aging population,cultural environment conflict and social security in demolition and resettlement community.Features have brought difficulties and challenges to community governing.In the process of governing demolition and resettlement community,due to the basic problems such as the construction of supporting facilities in community and the environment adaptation of community residents,as well as the problems of system,policy,capital and governing experience in community governance,the lack of systematic consideration in government’s community planning and construction,the community governing is less than satisfactory.It hinders the urban development and social management.In view of the importance of demolition and resettlement community for the promotion of urbanization and the harmonious development of the society,in order to further optimize the governing effects of such communities,it is necessary to study the factors that restrain the governing effects.Different scholars have put forward their own views and countermeasures from the perspectives of social governance and public administration.Based on these theory researches and taking Z community’s governing experiences as an example,this paper will analyze the features of the demolition and relocation communities and find out the factors that influence the governing effects of the demolition and relocation communities.Finally,it carries out some corresponding solutions toward the restraining Factors.
