In recent years,rapid economic development has promoted the industrialization of population,commerce and industry.Economically developed towns have emerged and face the situation of increasing population and demand for public service.The economically developed town government is still facing the heavy task from higher government.However,the lack of administrative authority and other governance resources is particularly prominent of public services.How does economically developed town government perform the function of the supply of public services? What are the problems in the supply of public services?This paper uses principal-agent theory to focus on the internal government and takes three economically developed towns of Shunde District as a case.It analyzes the commission and agency behavior of government of public services.First of all,it analyzes the connotation of the principal-agent theory and the applicability of public service.Secondly,analyze the principal-agent of the public service supply.Through the power agent and financial system of Shunde District,the principal-agent relationship is understood.Then analyze the present situation of the public service agent in the developed town.Thirdly,through the analysis of the agency behavior,it is found that there are some problems in the public service supply,such as unclear public service content,unbalance of supply structure,insufficient supply capacity,lack of effective supervision.The reasons for the problem are differences in the role orientation of the government,the unclear division of responsibilities,the selective execution of agents and the lack of agency cost consciousness.Finally,this paper puts forward some suggestions for improving the supply of public services in economically developed towns.The study finds that the government's public service supply is mainly affected by the following factors: First,the administrative authority and management resources of the township government.The higher level government should give township government financial and executive power.Second,a clear division of responsibilities and assessment programs play important roles.The district government should undertake a clear division of public service responsibilities.The assessment plan should pay attention to the actual performance of public service supply.Third,township government is subject to supervision and restraint.To ensure the actual effect of the supply of public service,the actual effect of supervision must be realized and the selective behavior of the government must be restrained.
