Influenced by the transformation of social structure and residents' consuming structure,the public has put more higher and more urgent demands on public services.The traditional supply of community public service is dominated by the government and operated by community.The inefficient supply chain and excessive administrative services contribute to that community public services can't meet the public demands contradicting with the increasing public demands.As a new institutional arrangement,the service outsourcing takes advantage of professionalism and flexibility of social organizations to improve service efficiency and reducing service costs based on contract management.In Nanjing,the government tries out the project of that the administrative matters are charged by the social organizations overall in instead of the neighborhood committees,which only takes on the autonomous matters.That project has obtained good effects,but it still exists some problems worth exploring.This research takes the Q community public service outsourcing in Nanjing as an examples.The research analyzes the principal-agent relationship in the Q community service outsourcing mechanism and the interaction behind each subject.Principal-agent theory believes that agent is economic individual whose goal is to pursue own utility maximization.In the case of Q community public service outsourcing,the sub-district office,the community neighborhood committees and the social organization both are agents having independent interests.They have different expectations for community public service outsourcing,which affects the result of public service outsourcing practice,such as adverse selecting,moral hazard,conflict or administrative control,which makes it different to achieve the expected benefits of the policy,causing proxy risk.some suggestions on improving regulations,clearing each responsibility and coordinating the relationship between different subjects in service outsourcing.Increasing the support for social organizations to improve the community public service outsourcing mechanism,which will provide more efficient and high-quality public services for community residents.
