Analysis On The Dilemma And Countermeasures Of Urban Mobile Vendors' Persuasion Governance

The business activities of mobile vendors is a traditional commercial form,in recent years,due to the acceleration of urbanization process,brought many urban management problems,including environmental sanitation,traffic congestion caused by the traffic congestion and bad sanitation,mandatory governance to trigger mass incidents.As people gradually realized the positive externality of mobile vendors,the government began to face the social governance innovation,constantly explore the new urban management path,and try to adopt " The combination of sparse and blocking" to govern the mobile vendors.L district of Shenzhen belongs to the former administrative region,densely populated,the average income of residents is not high,there are more mobile vendors.In 2013,the L district,drawing on the practices of the street vendors in Hongkong,adopted the management method of setting up a dredging point,achieved some results,but after all,it is still in the initial stage of exploration,resulting in a lot of governance problems.This article is in this social background to the Shenzhen L district city street vendors to dredge the governance of the analysis and research,trying to find a solution to the plight of the effective countermeasures.This problem research fills up the research blank of the mobile vendor's leading governance problem at home and abroad,enriches the theory research of the mobile vendor governance,and provides the perfect measures and academic theory for the government to explore the dredge type governance mobile vendor,which has the reference value for the government to formulate the corresponding policy.Based on the theory of multiple governance and service-oriented government,this paper mainly uses literature review,interview,questionnaire survey and field observation to obtain the relevant information about the current situation of the research on the governance of mobile vendors at home and abroad,as well as the first-hand information about the guiding governance of mobile vendors in l district.This article is around the discovery of problems,problems,analysis of problems,solve the problem of analysis structure,to study the problem of argument and analysis.In the study,we found that there are still many problems in the management of street vendors in L district of Shenzhen city,such as the phenomenon of street vendors selling in disorder,the dissatisfaction of street vendors with the management status,and the increase of complaints from residents near the street vendors.The plight of the mobile vendors' grooming governance is mainly due to the lack of sound management system and governance mechanism,the lack of perfect laws and regulations,the quality of management personnel is mixed,the cultural quality of the mobile vendors is low,the location and setting of the grooming point is not reasonable.Under the guidance of polycentric governance theory and service-oriented government theory,this paper draws on the excellent experience of the management of mobile vendors at home and abroad,and puts forward four countermeasures and suggestions: to establish and improve the daily management standards of the guidance point,to innovate the guidance type polycentric governance mechanism,to pay attention to the source management of mobile vendors and change management concept and management mode.
