Study On Traffic Congestion Treatment In Guancheng District Of Dongguan City With Multi-element Control View

In recent years,with the rapid economic growth,the expansion of urban scale,the gradual increase of urbanization,the rapid development of China's automobile industry,the rapid development of private cars into thousands of households,the rapid growth of the number of cars,traffic congestion from China's first-tier cities to two,Third-tier cities are spreading rapidly.According to relevant statistics,Dongguan private car ownership has exceeded one million in 2016.Traffic jams continue to emerge in the city,and the problem of congestion is aggravating.Especially after the policy of "controlling friction and banning electricity" in Dongguan City in 2006,the number of private cars has increased more rapidly,the congestion situation has intensified,and the traffic congestion phenomenon in Dongguan City has been very frequent.As the main aspect of social governance,traffic congestion management is a comprehensive work,which needs to be done at the same time in order to make the governance work effective.The so-called traffic management is mainly the general name of a series of activities such as supervision,guidance and coordination of traffic affairs by the main body of governance in the city.The traditional traffic management concept,system and so on have been unable to adapt to the rapid development of traffic management.Taking a single government department as the main body to manage traffic affairs,especially traffic congestion,is no longer suitable for the new situation.Many scholars,departments have launched research on urban traffic congestion,governance.Exploring new ways of governance has become an urgent governance requirement.In the report of the 19 th National Congress of the Communist Party of China(CPC),it is proposed to build a social governance pattern of joint construction,co-governance and sharing.Strengthen the construction of social governance system,improve the leadership of the party committee,the government is responsible,social coordination,public participation,the rule of law guarantee the social governance system,improve the social governance socialization,legalization,intelligence,specialization level.The development of social economy,the diversification of the participation of various social subjects,the strengthening of citizensundefined awareness of the rule of law,and the increase of public participation in various fields provide a good social environment for the theory of multi-subject governance in traffic congestion management.Taking the traffic congestion in Dongguan City as an example,this paper analyzes the congestion phenomenon from the aspects of public management,social governance,cooperative governance and pluralistic co-governance,and puts forward some countermeasures.The paper consists of five chapters: the first chapter is the introduction,which mainly introduces the background of the research,the present situation of traffic congestion at home and abroad,the significance of the research,the research methods and so on.The second chapter is the definition of the related concepts,mainly defines the urban traffic congestion,collaborative governance,the characteristics of the concept of pluralistic co-governance and the necessity of collaborative governance.The third chapter is the background of Dongguan City,traffic situation,congestion analysis,and the resulting traffic congestion caused by the consequences of each traffic participant are discussed.The fourth chapter is the analysis of the causes of traffic congestion in Dongguan City.The main reasons are as follows: the inducement of tidal traffic characteristics,the singleness of the main body of control,the single means of governance,the weak consciousness of public civilized traffic participation,and so on.The fifth chapter puts forward the countermeasures and suggestions for the traffic congestion in Dongguan City according to the causes of traffic congestion in Dongguan City.The main contents are as follows: giving full play to the leading role of government governance,the government,enterprises and the public are pluralistic and co-governed to carry out scientific traffic management,enterprises should improve their sense of social responsibility,the public should strengthen awareness,actively supervise,participate and so on.
