In recent years,major public health emergencies have occurred frequently in the world.Public health emergencies are major infectious disease epidemics,mass unexplained diseases,major food and occupational poisoning,and other events that seriously affect public health that occur suddenly or cause serious damage to the public health.The suddenness of public health emergencies,the extensiveness of hazards,and the diversity of causes make China’s emergency response to public health emergencies facing severe challenges.As an important institution for responding to public health emergencies,the CDC is the “first on-site responder” for public health emergencies.The strength of its emergency response capability is directly related to the success or failure of the emergency response to public health emergencies.Correct evaluation of emergency response capabilities for public health emergencies and comprehensive improvement of emergency response capabilities are important issues before us.Based on this,this paper studies how the Fcity Municipal Center for Disease Control and Prevention in Guangdong can improve emergency response capabilities from the perspective of public management.The main part of the thesis consists of five chapters:The first chapter is the preface,which mainly introduces the research background,research status at home and abroad,research significance and research methods.The second chapter is the core concept and research support theory.It mainly introduces the concepts of disease control institutions,emergency response capabilities,public health emergencies,risk control theory,crisis management theory,and collaborative governance theory.The third chapter is the perspective of the emergency response capability of Fcity CDC.It mainly explains the disposition of public health emergencies in Fcity,the construction process of the emergency response capability of the CDC,and the low level of emergency forecasting and warning for the emergency response capability of Fcity CDC.Short-term analysis such as low level of construction,weak linkage of horizontal departments,and optimization of workflow design.The fourth chapter analyzes the internal and external factors affecting the emergency response capability of Fcity Municipal Center for Disease Control and Prevention.The internal factors are mainly human resources,emergency management system,emergency response capability and laboratory testing capabilities.The external is mainly monitoring and early warning,emergency support capability,emergency training drill.Health education andmedia communication.The fifth chapter is to analyze the disease control institutions in developed regions at home and abroad,such as the disease control institutions in developed countries such as the United States,the United Kingdom,and Japan,and the emergency management modes of relevant urban disease control centers in China,and study them at the Fcity Municipal Center for Disease Control and Prevention.The revelation brought.The sixth chapter is to describe the path of emergency response improvement of Fcity CDC.It is mainly carried out from five aspects: improving the epidemic monitoring system,improving emergency forecasting and early warning capabilities;strengthening emergency resources and knowledge reserves,improving emergency support capabilities;and establishing a sound information circulation channel.Improve the overall level of emergency informationization;strengthen the linkage between horizontal departments,improve decision-making and command coordination;optimize emergency work flow design,and improve emergency operation management levelFinally,the conclusions of this paper are summarized and refined,including the main conclusions of the research and the shortcomings of the research.
