Research On The Existing Problems And Countermeasures Of The Early Warning Mechanism Of Public Health Emergencies In Bazhong City

In recent years,sudden public health crises in local cities in China have occurred from time to time,directly endangering the safety of the country,society and people.In response to public health emergencies,the state has formulated and promulgated many measures,laws and regulations on handling emergencies,and local governments have also carried out corresponding policy and system construction,including the formulation of emergency plans and the design of emergency early warning mechanisms.Among them,the scientific and reasonable level of the emergency early warning mechanism is directly related to the prediction and response effect of public health events,and also reflects the emergency management capability and governance level.Discovering the problems existing in the existing public health event early warning mechanism and analyzing the reasons will help to put forward constructive opinions and countermeasures,and then promote the improvement of emergency management capacity and governance level.Taking Bazhong City,Sichuan Province as a representative,this paper uses the case analysis method to analyze the current situation of the construction of the early warning mechanism for public health emergencies in Bazhong City.The relevant rules and regulations,the manifestation of the existing early warning capabilities and other four aspects,found that the existing early warning awareness in Bazhong City is relatively weak,the early warning responsibility is not clear enough,the early warning release is not timely enough,and the information transmission is not accurate enough,etc.,and also explore the causes of some problems.,mainly include lack of crisis education,lack of perfect rules and regulations,lack of unified early warning agencies,lack of sound information systems,low early warning management efficiency,insufficient early warning work experience,weak awareness of early warning team building,etc.,so it is necessary to address the problems and causes,Through investigation and research to solve,and form feasible optimization countermeasures.The study found that we can start from strengthening the concept of early warning,optimize the progress of early warning content,and use information technology to optimize in three aspects.First of all,in terms of strengthening the concept of early warning,we should strengthen and improve the accuracy of the discovery of public health emergencies,the coordination of various professional departments,and the standardization and speed of the incident handling process.Secondly,in terms of optimizing the content of emergencies,improve the four mechanisms of information collection and monitoring,information evaluation,information decision-making plans,and information feedback and alarm,and improve the four specific rules and regulations,management institutions,rich work experience,and personnel team building..Finally,the use of informatization means to start collaboratively,in the aspects of multiple collaboration,in-depth data mining,building a "one-stop" early warning system,covering all aspects of the city,and standardizing management,and finally achieve the goal of improving and optimizing the existing early warning mechanism.
