With the further development and promotion of grassroots anti-corruption,the number of micro-corruption investigated and punished is not only numerous and diverse,but also the degree of corruption is no less than the great corruption,which has become a phenomenon of universal concern in the context of the CPC incorruption construction.Micro-corruption tends to focus on areas closely related to the immediate interests of the grassroots people,such as the management of people's livelihood funds,subsidies for agricultural policies,compensation for land requisition and demolition,and subsidies for the reconstruction of dangerous houses.Thus,being in contrast to major corruption,grassroots people tend to feel more strongly and be more abhorrent about micro-corruption.Therefore,the study of "micro-corruption" needs a more systematic,scientific and targeted theory interpretation.The theory of political ecology tries to use a systematic,ecological and holistic perspective to study political phenomena and political problems,so as to explore the law of the development of political ecology to seek the path of political ecological development.It holds that any political system is an ecosystem in which the internal elements are not only in the state of continuous interaction,but also in the state of mutual influence with the external environment.That is to say,the construction of political ecology includes two aspects: one is the functional coordination of internal elements of political system,the other is the exchange and interaction between the internal elements of political system and the external environment.Therefore,in order to realize the ecological development of political system,we must correctly handle the relationship between political party and state,power and responsibility,government and market,state and society.Viewed from the theory of political ecology,micro-corruption is essentially a kind of phenomenon of the deterioration of political ecology,that is to say,the internal elements of the political system are dysfunctional,while the internal elements and the external environment are lack of communication and interaction,which leads to the breakage of the political ecological chain.In contemporary China,the breakage of the political ecological chain is mainly manifested in the following aspects: firstly,the imperfection of the market economy system hinders the awakening of the modern civic consciousness;secondly,the fetters of centralization promote the spillover of power;Thirdly,the remnants of traditional culture hinder the construction of modern democracy and rule of law.It can be said that the emergence of micro-corruption has an inseparable relationship with the nature of social transformation and specific institutional characteristics.On the one hand,our country is deep-rooted in all-powerful strong government,from the imperial era to today,which indicates that the government has always been in the exclusive status above the market,individuals and society to dominating everything in the country.On the other hand,the traditional planned economy system is changing to the socialist market economy system,so the relationship between the state and society,between the government and the market,between the officials and the public is in a period of change and reconstruction.Therefore,the key to eradicate micro-corruption lies in changing the governance pattern in grassroots-level,constructing the ecological connection between public power and civil rights,strengthening the restriction of responsibility of public power and cultivating civic culture,so as to transform the management system of politics,society and economy.Those measures can straighten out the relationship between state and society,government and market,officials and people,and finally realize the purification of grassroots political ecology.
