In recent years,with the development of rural economy,the management right of grassroots village group cadres to collective "three capitals" and the right to distribute various national policies benefiting the people have been expanding constantly,and the problem of grassroots "micro corruption" has emerged."Micro corruption",also known as "minor corruption",refers to the unhealthy tendency that occurs around grassroots people and seriously infringes on their interests.Through the investigation of the "micro corruption" at the grassroots level of H county,it is believed that the "micro corruption" takes place around the masses,which is caused by both the system loopholes of "cattle and cats" and the supervision in the form.There are not only problems of the party cadres' style of work,but also problems of their subjective motives.Rural and urban subsistence allowances,renovation of dilapidated houses,poverty alleviation funds,agricultural funds,livelihood projects,medical subsidies,and village cadres are often better relatives and friends when they are allocated,and wild geese are over-qualified and falsely claimed,all of which are the causes of "micro corruption" at the grassroots level.Although various departments in the governance of "corruption" has issued a series of measures and requirements,also made some exploration and attempt,but the limitations or,or not for a long time,or can only take temporary solution not effect a permanent cure,or fail to find out the crux of the problem,just tap,often the effect not beautiful,or thunder and rain.For grassroots "corruption" problem,H county exploration carried out "Internet + government" model,build the right of "four modernizations" integrity management system,at the same time established the county inspector institutions and supervisory committee,a village town the inspector,the inspector and the administrative villages in the comprehensive control,has achieved initial results,but in the process of governance "corruption" still exists many problems.In recent years of work experience in the discipline inspection authority,on the basis of reference of previous scholars "corruption" governance at the base of research results,with H county as an example,from the "corruption" characteristics,expression form,harm and the incomplete management measures,management and control measures,etc,to explore more meaningful and operable Suggestions.
