Research On The Governance Strategy Of Grassroots Micro-corruption

Since the 18 th CPC National Congress,the CPC Central Committee has attached great importance to the anti-corruption work,and has made every effort to deeply improve the Party conduct and ensure a clean government with an increasingly high-pressure.Our country has achieved a series of major historical achievements in promoting the construction of a clean government.Not only has a large number of corrupt officials within the Party been eliminated,but also a relatively scientific and improved corruption prevention system and supervision&punishment mechanism have been established around primary-level government officials,so that the work of building a clean government within the whole party has reached a new historical level.The 19 th CPC National Congress has also made an important strategic plan to comprehensively promote rural revitalization.Under this background,more funds and resources have been allocated to the primary-level government,which makes the phenomenon of micro-corruption among rural officials more severe.This paper investigates the current situation of micro-corruption combat from B County government in Nanchang City,analyzes the risks of micro-corruption happening in local government,sorts out its influencing factors in B County,summarizes its occurrence mechanism,and provides specific strategies which has practical meaning for its micro-corruption combat.This paper analyzes the risk of micro-corruption in primary-level government,which is mainly divided into three aspects: more resources inclining to primary-level government triggers more motivation of corruption;the loopholes inside the government system create opportunities for micro-corruption;the wider coverage leads to the variety of micro-corruption.Studies the influencing factors of micro-corruption at the local government in County B.There are three main levels: the improvement of resource availability,the weakening of power constraints and the lack of power accountability.And summarize the mechanism of micro-corruption happened at the local government: the lack of power accountability indirectly affects the improvement of resource availability and the weakening of power constraints,providing more possibilities for micro-corruption,the improvement of resource availability and the weakening of power constraints is the driving force for micro-corruption,the weakening of power constraints also significantly strengthens the availability of resources.The increase in the availability of resources and the weakening of power constraints are the direct factors for the occurrence of corruption at the local government level,and the lack of accountability for power is the indirect factor.The three are interrelated and affect each other.This paper puts forward corresponding strategies for the mechanism of micro-corruption at the primary-level government: regulating the main subject which is available for the resource,strengthening the effectiveness of power restraint,and building the framework of power accountability.
