Since the pilot of the national supervision system reform,it has gradually established various levels of supervision committees from local to central,created new state institutions,and built a new type of political system,which is co-located with the party's disciplinary inspection agencies.The office of the Office of the Inspectorate has also been transformed from the Office of Discipline Inspection and Administration to the Office of the State Administration of Discipline Inspection.This transformation is based on the special needs of the new era and is based on the actual needs of anti-corruption and honesty,based on the inherent requirements of institutional reform.Compared with the original Office of Discipline Inspection and Administration,the Office of the State Administration of Discipline Inspection has great differences in political status,object of supervision and means of supervision.The State Inspection and Administration Office of Discipline Inspection insists on efficiency as the value orientation.Since the discipline inspection organs and the supervisory organs are subordinate to different power structures and organizational systems,the joint office is essentially a cross-border collaborative governance.At the same time,the discipline inspection of the State Supervision and Administration Office is based on non-pressure,innovative,and gradually standardized,rule of law.Based on this,after following the basis of the theoretical analysis of the State Supervision and Administration Office of Discipline Inspection,this paper analyzes the effectiveness and dilemma of operational practice.After the State Inspection and Administration Office of the Discipline Inspection,there is an internal and external supervision mechanism is not perfect,and the grassroots supervision and management system needs to be improved.The division of responsibilities is unclear,the discipline connection mechanism is not smooth,and the accuracy of supervision is less than four major dilemmas.The reason is that the power supervision system is imperfect,mainly because of the lack of internal mutual supervision and the different standards of power operation.The integration of supervision power is not enough;the second isthat the basic organizational system is not perfect,the difference in institutional setting,the supervision of grassroots organizations is weak;the third is the poor internal operation mechanism,which is manifested in the staff's own lack of ability,inaccurate positioning,improper use of means.Fourth,the difficulty of supervision and management has increased,mainly in the scope of supervision,the increase in objects,and the backwardness of methods.Finally,in view of the existing dilemma,this paper proposes to optimize the office operation mechanism of the State Inspection and Administration Office of the discipline inspection from four major aspects,and improve the efficiency of the joint office.Improve the internal and external supervision mechanisms of the new two committees from the aspects of internal control mechanism,external supervision and supervision;strengthen the discipline inspection and supervision work from the balance mechanism setting differences,enrich the grassroots supervision force,and establish village-level discipline inspection and supervision organizations;In terms of the connection between the law and the law,the connection between the law and the law proposes a clear division of responsibilities and constructs a variety of effective linkage mechanisms;from the platform construction,innovation of supervision methods,and enhanced collaboration,it is proposed to increase investment and achieve precise supervision.
