Research On The Supervision Responsibility Of County Discipline Inspection Commission Supervision Committee Under The Background Of State Supervision System Reform

The reform of state supervision system is an important part of China's political system reform,and is of great significance for promoting the modernization of national governance system and governance capacity.At the same time,it is also the creation of the anti-corruption system with Chinese characteristics and the improvement of the party and state supervision system.In order to realize the system of anti-corruption,system supervision and system management,we should strengthen the system of power restriction and supervision,strengthen the innovation and system guarantee of the system and mechanism of anti-corruption.In the report of 19 th National Congress of CPC,we proposed to build a unified command,comprehensive coverage,authoritative and efficient supervision system of the party to solve the problem of the original supervision mechanism.At present,China is still in the prone period of corruption,and its tasks are still heavy.Many new problems have brought new challenges to the work of discipline inspection and supervision organs.The objectives and tasks of monitoring system reform also raise new and higher requirements for the discipline inspection and supervision organs in the new period to fulfill their supervisory responsibilities.Taking the reform of supervisory system as the starting point,the research object is positioned as a discipline inspection and supervision organ at the county level that plays an important role in the basic level.The County inspection and supervision organ is in the basic position of the discipline inspection and supervision system,which plays an irreplaceable role in both the upper and the lower,and directly affects the overall situation of the discipline inspection and supervision.After the reform of the supervision system,how to perform the supervision responsibility of the discipline inspection and supervision organs at the county level is a realistic task to be studied urgently.The research on the discipline inspection and supervision organs at the county level is the basic theoretical work that must be done to accomplish this realistic task.Using the theory of power restriction and supervision,this paper makes a detailed description of the Yxian County,and makes a comprehensive comparative analysis of the content of the supervision responsibilities before and after the reform.It also introduces its main practices and effectiveness in performing the supervisory duties in the current Y County Commission for Discipline Inspection Supervision.Information collected through interviews,questionnaires,data analysis,It is concluded that there are gaps in the implementation of the "one post and two responsibilities" system," leader","micro powers" supervision,the oversight role of some township disciplinary committees is not obvious,and the operation effect of the prevention of corruption mechanism is not achieved.Expected,supervision and enforcement accountability There are five aspects of the level and effectiveness that need to be improved.Then find out the reasons,that is,the formulation of light implementation,the supervision mechanism is not smooth;Strong supervision is weak,and supervision is uneven;The emphasis on investigation and punishment and light prevention is too heavy on accountability.Finally,the author puts forward five measures to establish an authoritative and efficient grassroots supervision system,participate in the whole process of power operation,establish and improve the regular supervision mechanism,pay attention to the prevention of power risk education,and strengthen the construction of discipline inspection and supervision cadres.The corresponding ideas and ideas put forward in this paper have certain reference value for the county supervisory organs to perform their supervisory duties under the new situation.
