Public Participation Dongshan County Tongling Town Revitalization Research

At present,urban planning in many parts of China lacks public participation and social problems emerge one after another.Due to the lack of public support,many urban plans can only be made on paper and cannot be implemented.If the public is involved in the planning process,many problems can be eliminated in the early stages.Public participation is not the passive acceptance of urban planning results by the public,but the active participation in the whole process.To truly reflect the people-oriented nature of planning,the essence is the public's awareness,comments and influence on the decision-making process and the decision-making itself.But our country urban planning decision is essentially a closed system,especially in county level planning for the establishment of basic is limited to the main leadership,the party committees and governments related functional departments in charge of the leadership,principal,experts and some social elite formation of the circle,the lack of public participation mechanism,the public can not participate in the planning and construction.There is no way for the public to know what procedures our city governments follow to make decisions that prevent them from participating in planning and exercising oversight.Urban planning is a kind of public behavior,which involves many factors such as urban society,economy,culture and natural environment,and affects the vital interests of the public.Therefore,it is far from enough for a planner to understand and determine the development direction of a city with limited professional knowledge or only from a professional perspective.The power of public decision-making needs to be returned to the people.The author participated in dongshan county town of tongling road top street in the reconstruction of regulation and the south gate of the bay area,in the process of planning come into contact with some enthusiastic hometown city revitalization follow villager,they learned that the roof of the ancient city of street and south gate bay,on the edge of the ancient city of core regulation reform,cooperating with every corner around the ancient city,the writer explains the history of the ancient city of change,provided they have historical records,contribute ideas,from the site to plan until the demonstration site construction to street road,full participation.This is also the first shot fired for the revitalization of the ancient city.The park community,the top street community,the wharf community,the xiatian community and the qiaoya community followed up one after another.The community renewal and reconstruction took the local community common people as the main body.Due tothe participation of ordinary people in urban construction,construction contradictions have been resolved.Since 2014,there has been no mass event in the reconstruction of the ancient city,and a win-win situation has been achieved.Public participation in our country,some of the coastal city of shenzhen,Shanghai,xiamen has made some successful experiences,but in a small town there is a blank,in dongshan county tongling town planning and construction of some successful experience and insufficient aspects undoubtedly can enrich the theoretical system of public participation in China,also can provide referential experience to brother county town revitalization.
