Study On The Arterial Highway Management And Maintenance In Quanzhou

This paper takes Quanzhou Arterial Highway as the object of study,and carries out research on the reform of separation of management and maintenance of Quanzhou Arterial Highway.In recent years,Quanzhou highway traffic construction has achieved great success,and the road network system is becoming more and more developed.Therefore,improving the quality of highway maintenance and implementing sustainable development have become the focus and challenge of highway maintenance organizations in the new era.According to the traditional highway maintenance system,the highway management organization has the dual status of implementer and supervisor in the process of highway maintenance,which causes many problems: mixed business,unbalanced construction and maintenance,inadequate maintenance,incompatible maintenance capacity and development needs,poor capital efficiency and so on.Based on literature review,this paper expounds the current situation,defects and causes of highway maintenance in Quanzhou City,explores the necessity of separation of management and maintenance,analyses the reference value of the reform of separation of management and maintenance in Xiamen City,and points out that the maintenance of highway in Quanzhou City needs the separation of management and practice subjects,implements market-oriented reform,realizes the separation of maintenance functions and administrative functions,and maintains the needs of production subjects.To participate in the market,reward the quality of maintenance projects into the standard system of performance appraisal of maintenance personnel and managers,enhance the sense of responsibility of maintenance workers,stimulate work enthusiasm;in addition,market-oriented reform will be conducive to the improvement of the utilization rate of maintenance funds,the improvement of maintenance work efficiency and the upgrading of the quality of maintenance projects.In view of the reform of the separation of management and maintenance of specialized highway in Quanzhou,this paper puts forward some policy suggestions and suggestions: establishing and improving the market-oriented highway maintenance system;building the maintenance market based on the principles of openness and fairness;improving the laws and regulations system;and improving the supporting facilities for reform.
