Research On Government Behavior In The Application Of Assistive Technology In Visual Impairment In Fujian Province

The fruitful achievements of the reform and opening up in the past 40 years have promoted the healthy development of the environment for the cause of the disabled in China,and also provided a solid foundation for the development of auxiliary services in China.While developing the economy,the Party and the government should not forget to attach importance to the development of the cause of the disabled.The undertaking of assistive services for the disabled has ushered in unprecedented good opportunities for development.More and more disabled people have access to assistive services.The country has initially established a network of assistive services covering urban and rural areas.The assistive services are not only clear in the continuous exploration.Its own position and gradually formed the direction of development,that is,from the initial "free supply" to the later "graded distribution",and now began to advocate "adaptation services",auxiliary services continue to develop to the direction of specialization.Fujian Disabled Persons Assistant Instruments Center led Fujian Visual Disability Assistant Technology Application,and set up Fujian Visual Disability Rehabilitation Center.Starting from the needs of the visually impaired patients and taking Fujian Visual Disability Rehabilitation Center as the hub,Fujian Visual Disability Rehabilitation Center actively integrates various social resources,continuously optimizes its operation mode,and builds up a vision-impaired population-Needs assessment-Visual AIDS testing-rehabilitation training-service evaluation of the complete rehabilitation service chain for visual impairment,in this process,government behavior played a positive role,and achieved good results in stages.However,there are some problems,such as lack of top-level design,backward ideological understanding and professional level of grass-roots staff,public service capacity to be improved,less effective work of rehabilitation institutions for visual impairment than expected,and relatively backward market-supplied rehabilitation products.In the new political and economic environment,we should adhere to the project expansion,guide the application and promotion of visual aids technology;strive to improve the ideological awareness and professional level of grass-roots staff;assist organizations to improve the working environment and promote workload;promote market self-discipline,and encourage scientific research and innovation in order to achieve better results.
