Research On Community Grid Social Governance In Chengnan New District Of Yancheng City

With the acceleration of the urbanization progress,the constant expansion of urban population and the increasing complexity of social structure,the interest subjects and demands are gradually diversified,the social management system and governance mode are changing,and the grid social governance starts being applied in social governance as a new way and carrier of social management.With the increasingly diversified needs of the mass,various social contradictions are increasingly prominent in community which is the basic unit of social governance.Therefore,new situation puts forward higher requirements for urban management.In order to properly solve the current challenge in the urban management in China,the Third Plenary Session of the 18~thh Communist Party of China passed Decisions of the Central Committee of the Communist Party of China on Several Major Issues about Comprehensively Deepening Reform in 2013,which firstly proposed to replace the concept of“social governance”with“social management”,elevated“social governance”to the height of national strategy and emphasized“the innovation of social management system”.As an important way of innovating social governance model,community grid social governance has become a popular“experimental field”.Based on the actual needs of social management,XH Street of Chengnan South New District started implementing community grid management in 2013,and the development of social governance model entered the community grid management stage.Yancheng Municipal Party Committee,Municipal Government and Party Working Committee of Chengnan New District formulated regulations respectively in 2018,so as to implement the decisions and arrangements of Provincial Party Committee and Provincial Governments on innovative social governance mechanism thoroughly,establish the grid of all elements comprehensively,equip with well grid managers,strengthen the grid service management center and fully carry out key tasks.Combining with the reality and taking the people's increasing needs for good life as the guidance,the grid service management center as the hub,unit grid as the carrier,grassroots autonomous organization as the dependence and informatization means as the support,XH Street has formed a set of grid social governance systems with XH characteristics,established the new mechanism of unified management,classification,coordination,responsibility and quick response,achieved the new social governance model of the joint management with the mass,joint development with district units,establishment of functional department and sharing of social resources.Based on clarifying the topic,in this paper,the first part introduces the research background and significance,research status at home and abroad,research content and methods.The second part defines relevant core concepts and clarifies the theoretical basis of community grid social governance.The third part empirically studies the community grid social governance of XH Street in the South New District,analyzes the practical background of implementing the community grid social governance in XH street and summarizes the main practices and governance performance.Based on the status quo of community grid social governance in XH Street,the fourth part sets forth the existing problems in community grid social governance and analyzes the causes of the problems from various angles.The fifth part summarizes the enlightenment of community grid social governance in XH Street by analyzing the Shaanxi Yulin Model and Zhejiang Zhoushan Model which are similar to Yancheng.Aiming at the existing problems in the implementation of community grid social governance in XH street,the six part puts forward suggestions on the practice of community grid social governance in XH street by analyzing the causes of the problems.
