General Secretary Xi Jinping pointed out in the report to the 20 th National Congress of the Communist Party of China.We will improve the social governance system based on collaboration,participation,and shared benefits,so as to make social governance more effective.We will apply and further develop the "Fengqiao model" for promoting community-level governance in the new era,and we will improve the mechanisms for appropriately addressing disputes between members of the public under the new circumstances.Primary-level social governance platforms featuring grid-based management,meticulous services,and IT support will be improved to strengthen urban and rural community governance.We should see that problems are resolved as they emerge at the community level.How to promote grid-based management to resolve social contradictions,the local government departments continue to explore the practice,has made some achievements,but there are also some problems.Zhaoyuan City is a county under the jurisdiction of Yantai City,the first phase pilot city of the modernization of urban social governance.The research on its grid management has a reference value for the grid management of other areas.By analyzing the main methods of grid management in Zhaoyuan City,adhering to the grid-based management as the basis,supported by information means,and striving to build the grid-based management "Zhaoyuan Brand" with closer linkage and more effective precise governance,this paper summarizes the main experience of Zhaoyuan City in resolving grassroots social contradictions,and studies how to improve the grid management resolving social contradictions system.Improve the operation mechanism of grid-based management to resolve social contradictions,improve the organizational guarantee of grid-based management to resolve social contradictions,clarify the job responsibilities and assessment methods,summarize the main results of Zhaoyuan grid-based management to resolve social contradictions,"full coverage" to implement grid responsibilities,"deep integration" to give play to grid advantages,effectively resolve social contradictions,and effectively gather people’s support.However,there are still some problems in Zhaoyuan City in solving social conflicts at the grassroots level through grid-based management,such as insufficient refinement of the grid,weak combat effectiveness of the grid team,and lack of mass foundation of the grid.The reasons are mainly analyzed as the system and mechanism of grid-based management need to be improved,the construction of information platform is weak,and the mass participation of grid management is low.By analyzing the advanced practices of grid-based management in China,such as Xuanwu District of Nanjing City,Jiujiang District of Wuhu City,Rushan City of Weihai City and Zhangdian District of Zibo City,this paper sums up the advanced experience of grid-based management in resolving grassroots social contradictions,and puts forward the ideas and measures to solve grassroots social contradictions well by grid-based management.That is to improve the organization system of grid-based management to resolve grassroots social contradictions,fully integrate the information platform to grasp grassroots social contradictions information,focus on the construction of efficient and interactive grassroots social contradictions resolution mechanism,integrate stable professional grid forces to resolve grassroots social contradictions,mobilize social forces to participate in resolving grassroots social contradictions within the grid.
