Internal Power Constraints Of The Supervisory Commission From The Perspective Of Power Balance Theory

The reform of state supervision system is a major political reform.The newly established supervisory commission works together with the party's disciplinary inspection commission as one office to perform national supervisory duties.The supervisory commission becomes a new type of state organ of authority that is juxtaposed with administrative and judicial organs,which,at the same time,have integrated a number of functions and resources,and expanded the scope of supervision and its power.As we all know,power,without control and supervision,is likely to be abused.The frequent corruption cases committed by the cadres of discipline inspecting and supervising,also show that we must pay enough attention to supervisory commission's own restriction and supervision at present.All sectors of society have always paid attention to the question that who will supervise the party's disciplinary inspection commission.How to restrict the power of supervision is not only a difficult problem that can't be avoided by now,but also a new topic that needs to be solved in the anti-corruption field.Therefore,the purpose of this study is try to answer the question and solve the problem.Considering that internal power constraints are more direct and effective than external supervision,the research starts from the internal perspective,explaining the operation of internal power and summarizing the experience of internal supervision model systematically.Based on the case,interview,observation and other empirical studies,this paper intends to focus on the realization of internal power constraints of the local supervisory commission while using the theory of power balance as the analysis framework.Thus,the research makes an effort to reveal the real picture of the power operation and internal constraints of the local supervisory commission,and identify the main problems and sticking points.Drawing on the reasonable elements contained in the theory of power balance,the goal is to combine the experience of Western countries and actual conditions of China,and then put forward the scheme of internal power constraints from four dimensions.First of all,we should improve the self-restriction and self-supervision consciousness of the power subjects.Forexample,follow the power control system earnestly and connect with external supervision effectively,hence,making the system a rigid restraint,as well as making internal and external constraints function well and exerting their overall effect.Secondly,we need to improve the model of power restriction at the vertical level.Specifically,the framework covers the overall top-level planning of the restraint system and the construction of the information platform.It's also important to promote two-way constraints in a gradual manner.Thirdly,we'd better to optimize the structure of power on the horizontal level through standardizing the boundary of power operation,constructing strict control procedures and improving the implementation of internal system.Finally,the supervision model of specialized agencies should be improved,which means not only to ensure the independence and strengthen the capacity of the supervisory offices of cadres,but also to explore the diversity of supervision methods.The theoretical perspective and research perspective adopted in this paper are innovative.And the topic of it is kind of contemporary,which is in line with the background of reform.Under the new situation,the research has important theoretical and practical significance in regulating and restricting the power of the supervisory commission,building a loyal,clean,responsible team,and more importantly,improving the effectiveness of anti-corruption.
